If I have a pair of glasses frames, and I am in the US, and I am not in a hurry, what is the cheapest way to get lenses put in these frames?

We go to Costco for this, there are some online places that are cheaper but my impression is their service is not so good and if it's mail order nobody is there to fit the glasses to you. Costco has consistently been much cheaper than buying glasses through our health insurers programs.

And there's a catch

Unless you've purchased those frames from the optician, the shop won't guarantee that the old frames will withstand insertion of the new lenses. Brick&mortar optical places are finally cutting prices thanks to online competition, but if the old frames are at all delicate, it's something to take into consideration.
