...in Japanese. I found someone with similar complaints! I have translated their words for the good of humanity. (Spoilery up to the end of the Soul Society Arc.)

"From the beginning, it's stated that Tousen is blind, but there are actually several scenes that suggest that he can see. First, during his battle with Kenpachi during the Soul Society Arc, while they're in the Enma Korogi, we see the words, "He's smiling." How could a blind person know that Kenpachi was smiling? We could obviously just say that it's the result of many long years of training, but that would make the rest of this essay boring.
No, to be honest, the whole scene was iffy even before that, starting from when Tousen used his Benihiko technique. So Tousen can jump high in the air, cast the Benihiko, and then come in for a perfect landing? Let's not mince words. No matter how much he hones his other senses, a blind person couldn't do that. Wouldn't you be worried about landing if you jumped that high? Of course, this being a fighting manga, you could tell me I shouldn't even be talking about these things and should stop here.
The next problem is with the Hollow monitor. In chapter 250, Tousen is in a what appears to be an observation room, facing a video screen showing Ichigo's group. That's just stupid. Why's he doing that if he can't see!?
In terms of accessibility, in the time that Tousen was a Captain, he seemed to be able to handle all the business of a commanding officer without Hisagi's help. Was all the paperwork in Braille? And if not, didn't the other Captains find this suspicious? [not sure about this sentence - "でないとしたら"?] Given all this, doesn't it seem reasonable to assume that Tousen can see?"
