While it's unusually cold out, you could also consider calling the Humane Society or SPCA. My dogs are accustomed to cold winters, but the current storm is making even them want to come inside as soon as they've done whatever it was they went out to do. The built-in fur coat's nice, but even that doesn't help after a point.
